Direct Payment Rates in Ealing

The Direct Payment rates should be equivalent to the cost of  providing a service by other means.  The Direct Payment rates should be sufficient to enable the recipient lawfully to secure a service that the Council considers is reasonable to meet the users' needs.  In estimating the cost of securing the provision of the service concerned, Councils should include associated costs that are incurred in securing the provision, without which the service could not be provided lawfully.

Start-up and annual support cost

A start up fund is available to those people who choose to employ their own care assistant. The cost for the first year will be £384.00 and covers:


Advertising and recruitment costs £200.00 (one-off payment)
Employers liability insurance £84.00 (annual payment)
Rubber gloves and aprons for personal care £100.00 (annual payment)

This will then reduce to an annual payment of £184 for subsequent years that the client remains on the scheme. The annual payment will be made in April of each year for the employer's liability insurance and protective clothing elements.

Please note - The above payments are not available to people who purchase care through a care agency or other service provider as these costs will be included in the agency's rate or charge.

Holiday cover £1.08 9.00% (based on 4 week holiday per year)
Sick cover £0.84 7.00% (based on 3 weeks sick leave per year)
Employer National Insurance £1.54 12.80% (based on 2006-07 Inland Revenue data)
Bank holiday's £0.96 8.00% (based on 8 bank holiday days per year)
Hourly care rate £7.14 63.20% (hourly rate to purchase care)
Total £11.56 100.00%  

Example - The cost breakdown for personal care i.e. £11.56 per hour for those employing directly would be £7.14 per hour for the worker (with £4.42 held by the direct payment user for on-costs)

CRB Checks

It is up to you whether you want to get CRB checks for those people you are employing.  The cost of this should be confirmed with Social Services.

Equipment Rate (non-chargeable service)


Refer to the community equipment service catalogue for equipment costs, where ownership is taken on by the direct payment recipient then an annual maintenance payment should be included within the agreement (as appropriate).

Independent Living Fund

Applications should be made to the Independent Living Fund (ILF) for all clients who are aged 16-65 years old. This can assist in supporting the total cost of a Care package. To receive help, the person must meet the following criteria:

  • Receive services from the Council, eg day centre, meals on wheels, Direct Payments or agency care to the value of at least £200 per week
  • Receive the highest rate care component of Disability Living Allowance (DLA)
  • Expect to live in your own home for the next six months, ie not to go into residential care
  • Have capital of less than £18,500 (excluding the property you  live in). This amount includes any capital your partner may have

Additional services

Payroll services for service users employing and managing their care staff directly areprovided by the Direct Payments Team. The Direct Payments Team will refer the person to the Payroll Service. There is no charge for this service as this service is already funded from the support services contract.
